Why is RUB to USD conversion different now?

Before 2022, converting rubles to dollars worked like any other currency pair: banks, cards and exchange services all quoted rates close to the interbank mid-market rate. Sanctions changed that by cutting many Russian banks out of the US dollar clearing system, so the channels that still handle RUB/USD (peer-to-peer platforms, non-Russian exchanges, and banks in a limited number of jurisdictions) each set their own rate, and those rates do not always agree with each other or with Russia’s official figure.

What is the difference between the official and market rate?

The Central Bank of Russia publishes a daily official reference rate for RUB/USD, used mainly for accounting, customs and tax purposes rather than something an individual can transact at. The rate you are actually offered on a transfer, card payment or exchange platform reflects that channel’s own supply and demand, and during periods of market stress the gap between the two can widen sharply. Treat the official rate as a benchmark, not a guaranteed quote.
